South Asia Diversity Fund (SADF)

The South Asia Diversity Fund (SADF) is the financial support mechanism of the Digital Democracy Initiative in South Asia, coordinated by Accountability Lab as the Resourcing Mechanisms Host Partner. SADF is designed to channel accessible and transparent financial resources to grassroots civil society actors who are advancing democratic values, civic participation, and accountability across the region.

At its core, SADF responds to a persistent challenge in South Asia: while civil society organizations and informal initiatives often drive some of the most innovative and impactful solutions, they are also the most under-resourced. Many lack access to flexible, timely, and context-appropriate funding that can help them scale their ideas or sustain their work in restrictive environments. SADF directly addresses this gap by providing tailored financial support to actors who might otherwise remain excluded from traditional funding streams.

The Fund is built on principles of inclusivity, equity, and diversity. At least half of its resources are earmarked for organizations and initiatives led by, or working closely with, marginalized communities – such as women, youth, gender minorities, and grassroots groups in rural or fragile settings. By prioritizing these voices, SADF ensures that democratic renewal in South Asia is driven from the ground up and reflects the realities of those most affected by shrinking civic space and digital inequalities.

The mechanism is implemented through a transparent and participatory selection process, guided by regional experts and community representatives, to ensure fairness and local ownership. In addition to financial resources, SADF recipients are connected to a broader ecosystem of learning and collaboration under the program, enabling them to share experiences, highlight impact, and contribute to regional advocacy.

Through SADF, the program envisions a more resilient civil society landscape in South Asia – one in which diverse actors have not only the voice but also the resources to shape governance, counter disinformation, and promote accountability in the digital age. By democratizing access to funding, the Fund helps unlock civic innovation, scale grassroots solutions, and strengthen the foundations of inclusive democracy across the region.
